Executive Summary
Batam recorded 143,523 international visitor arrivals in July 2026, according to BPS Kota Batam. The figure was 10.78% lower than June 2026, when 160,871 visits were recorded, but remained substantially above the 123,526 visits recorded in July 2025.
Measured year-on-year, July 2026 therefore represents an increase of approximately 16.19%, or 19,997 additional visits compared with July 2025.
The monthly decline should not be read in isolation. Batam had already moved down from 169,477 visits in May to 160,871 in June, followed by 143,523 in July. The evidence therefore shows a normalization from the May–June peak rather than a simple collapse in demand.
Singapore remained the largest source market in July, contributing 43.37% of Batam’s international arrivals. This reinforces Batam’s continued dependence on short-haul regional connectivity and especially the Singapore market.
Hotel indicators also softened in July. The star-hotel occupancy rate in Batam fell from 59.77% in June to 55.32% in July, a decline of 4.45 percentage points. At the provincial level, Kepulauan Riau’s star-hotel occupancy rate fell from 53.23% to 50.21%, while the average length of stay for foreign and Indonesian guests at star hotels in Kepri was 1.86 nights, lower than June.
These findings strengthen, rather than weaken, the central thesis of R4 Research Update #1: tourism performance should not be evaluated only through visitor volume. The more important analytical chain remains:
Visitors → Length of Stay → Activity → Spending → Local Value
July 2026 provides an important test of that framework. Visitor arrivals remained well above the previous year, but occupancy and provincial length-of-stay indicators softened month-to-month. This suggests that Batam’s tourism strategy should continue to focus on converting strong arrival momentum into longer stays, broader activity, and greater local economic value.

BPS Kota Batam mencatat 143.523 kunjungan wisatawan mancanegara pada Juli 2026. Angka tersebut turun 10,78 persen dibanding Juni 2026 yang mencapai 160.871 kunjungan. Namun jika dibandingkan Juli 2025 yang mencatat 123.526 kunjungan, Juli 2026 masih tumbuh sekitar 16,19 persen secara tahunan.
Artinya, data Juli menunjukkan dua kondisi sekaligus: normalisasi secara bulanan, tetapi momentum tahunan masih kuat.
Pergerakan ini juga terlihat dari pola Mei–Juli. Kunjungan wisman mencapai 169.477 pada Mei, turun menjadi 160.871 pada Juni, kemudian 143.523 pada Juli. Karena itu, penurunan Juli sebaiknya tidak langsung dibaca sebagai pelemahan struktural tanpa melihat faktor musiman dan perkembangan bulan berikutnya.
Singapura tetap menjadi pasar utama dengan kontribusi 43,37 persen dari seluruh wisman Batam pada Juli. Sementara itu, Tingkat Penghunian Kamar hotel berbintang di Batam turun dari 59,77 persen pada Juni menjadi 55,32 persen pada Juli. Evidence ini memperkuat fokus R4 sebelumnya: keberhasilan pariwisata Batam tidak cukup dinilai dari berapa banyak wisatawan datang, tetapi juga berapa lama mereka tinggal, aktivitas apa yang dilakukan, seberapa besar belanja yang tercipta, dan berapa banyak nilai ekonomi yang tertahan di Batam–Kepri.
1. Purpose of This Research Update
R4 Research Update #1 examined the difference between tourism volume and tourism value, with particular attention to length of stay, hotel occupancy, and the need to convert arrivals into deeper local economic activity.
This second update tests that framework against new July 2026 evidence.
It asks three questions:
- Did Batam’s international-arrival momentum remain strong after the May–June peak?
- Did hotel utilization move in the same direction as visitor arrivals?
- What does the July evidence imply for the volume-to-value thesis established in R4 Update #1?
2. Evidence Update 01 — July Arrivals Declined Month-to-Month
BPS Kota Batam reported 143,523 international visitor arrivals in July 2026, down 10.78% from June.
The previous monthly releases show:

This creates two consecutive month-to-month declines after May.
Research interpretation
Two declining months deserve monitoring, but three data points are not enough to establish a structural downturn. Tourism flows in Batam can be influenced by holidays, school calendars, events, ferry demand, regional travel patterns, and the timing of long weekends.
R4 therefore classifies July as normalization requiring follow-up, not evidence of a confirmed downward trend.
3. Evidence Update 02 — Year-on-Year Momentum Remains Strong
BPS Kota Batam recorded 123,526 visits in July 2025. Comparing that figure with 143,523 in July 2026 produces year-on-year growth of approximately 16.19%.

Research interpretation
This is why the July data should not be summarized only as “tourism fell 10.78%.”
Both statements are simultaneously true:
- arrivals fell 10.78% month-to-month; and
- arrivals rose about 16.19% year-on-year.
The more defensible conclusion is therefore that Batam’s international tourism remained above the previous year’s level while adjusting from a stronger May–June period.
4. Evidence Update 03 — Singapore Remains the Core Source Market
Singapore accounted for 43.37% of Batam’s international visitors in July 2026.
This continues a long-standing structural feature of Batam tourism: the city is closely linked to Singapore through short-distance maritime connectivity and weekend/short-stay travel patterns.
Strategic implication
A strong Singapore market is an advantage because Batam benefits from geographic proximity and frequent access. It also creates concentration risk.
R4 should therefore monitor two strategies at the same time:
defend the core market + diversify incremental growth.
Batam does not need to reduce Singapore’s importance. It needs to broaden the reasons to visit, the duration of stay, and the mix of source markets while preserving its strongest regional connection.
5. Evidence Update 04 — Hotel Occupancy Softened in July
Batam’s star-hotel occupancy rate moved from 59.77% in June to 55.32% in July 2026, down 4.45 percentage points.
At the provincial level, Kepulauan Riau’s star-hotel occupancy rate moved from 53.23% to 50.21%, down 3.02 percentage points.

Research interpretation
The decline in occupancy is directionally consistent with the lower July arrival volume. But occupancy and arrivals should not be expected to move in perfect proportion because hotel demand also depends on domestic guests, room supply, events, business travel, day trips, non-hotel accommodation, and visitor behavior.
R4 will therefore treat hotel occupancy as a complementary demand indicator, not a substitute for arrival data.
6. Evidence Update 05 — Length of Stay Remains the Critical Value Question
BPS reported an average stay of 1.86 nights for foreign and Indonesian guests at star hotels across Kepulauan Riau in July 2026, lower than June.
The July BPS Kota Batam abstract does not provide a Batam-specific average-stay figure, so this update does not infer one.
This distinction matters. R4 avoids combining provincial and municipal indicators as if they measured exactly the same population.
Research interpretation
Even with strong visitor growth, short stays can limit the economic value captured per visitor.
The central R4 value chain therefore remains:
Arrivals × Stay Duration × Activity Intensity × Local Spending Retention = Tourism Value
This is a conceptual analytical framework, not a claim that all terms are currently measurable with the public data available.
7. Delta Analysis — What Changed Since R4 Update #1?

The update therefore does not overturn the previous research thesis. It provides a more balanced test of it.
8. Why This Evidence Matters
Tourism headlines often prioritize a single number: total arrivals.
For regional economic development, that number is important but incomplete. A destination can increase arrivals without maximizing local value if visitors remain only briefly, spend within narrow categories, make day trips, or concentrate activity in a limited number of areas.
Batam’s July data demonstrate why R4 should continue to monitor at least four layers together:
- Demand — how many visitors arrive?
- Utilization — how strongly are hotels and tourism facilities used?
- Duration — how long do visitors stay?
- Value — how much economic activity is retained locally?
The fourth layer remains the largest public-data gap and should become a priority for future research.
9. Strategic Implications for Batam–Kepri Tourism
9.1 Do not overreact to one month
A 10.78% monthly decline is material, but the year-on-year increase remains strong. August and subsequent monthly releases are needed before classifying the movement as a persistent downward trend.
9.2 Convert proximity into itinerary depth
Batam’s proximity to Singapore makes short trips easy. The same advantage can be used to encourage two- or three-night itineraries by combining culinary, wellness, golf, resort, cultural, shopping, MICE, island, and event experiences.
9.3 Measure the conversion from visitors to occupied room-nights
Arrivals and hotel occupancy should be observed together. When the two diverge, the gap can reveal changing visitor behavior, accommodation choices, or domestic demand.
9.4 Build a stronger visitor-value dataset
Future R4 evidence should seek defensible indicators for:
- visitor expenditure;
- room nights;
- activity participation;
- domestic versus foreign guest mix;
- ferry and air connectivity;
- event-linked demand;
- repeat visitation; and
- local business capture.
9.5 Preserve source-market resilience
Singapore should remain a core market, but diversification into Malaysia, China, India, and other regional markets can reduce dependence on any single corridor and support different travel purposes and stay profiles.
10. Evidence Integrity Note
A tourism poster supplied to this research process from Disbudpar Kota Batam is not used as canonical evidence in this publication.
The poster was useful as a discovery lead, but its printed cumulative total and several monthly values are not sufficiently reconciled with the BPS monthly releases used here. R4 therefore relies on directly traceable BPS releases for the material claims in this update.
For the same reason, this publication intentionally does not state a January–July 2026 cumulative Batam arrival total. A cumulative figure should only be added after it is directly verified in an authoritative primary table or release with a clearly reconciled series.
11. Cross-Research Connection
R4 can connect thematically with R2 — Indonesia Digital Economy & Business Monitor where digital payments, merchant adoption, platforms, or tourism transactions provide evidence about visitor spending infrastructure.
However, this update does not infer tourism spending from payment-system adoption. A thematic relationship is not evidence of causality.

13. Outlook — What R4 Should Monitor Next
The next update should be triggered by material evidence such as:
- BPS August 2026 tourism release and whether arrivals rebound or continue declining;
- material changes in Batam hotel occupancy or stay duration;
- new official source-market data;
- ferry/air connectivity changes with measurable tourism implications;
- defensible visitor-spending or tourism-economy evidence; or
- a major policy/event intervention with observable outcome data.
R4 should not create an article for every monthly release. A new publication is justified when evidence changes the trajectory, validates or challenges the volume-to-value thesis, or materially improves the measurement baseline.
