Executive Summary

The first R3 Research Update documented Indonesia’s transition from Sistem Pemerintahan Berbasis Elektronik (SPBE) toward a broader Pemerintah Digital (Pemdi) model. New evidence available in 2026 shows that this transition has moved beyond policy direction and into a measurable implementation framework.

Peraturan Menteri PANRB Nomor 8 Tahun 2026 tentang Evaluasi Kinerja Pemerintah Digital, effective 5 June 2026, formally establishes the new evaluation regime and revokes PermenPANRB No. 59/2020 on SPBE monitoring and evaluation. The regulation implements the shift from the SPBE Index to the Digital Government Index and uses self-assessment, document assessment, and interview assessment as core evaluation mechanisms.

The implementation scale is already national. The Ministry of Administrative and Bureaucratic Reform (PANRB) stated that the 2026 Digital Government Performance Evaluation covers 645 central and local government institutions, with support from more than 30 universities as external assessors. The ministry also describes a deliberate shift from assessing digitalization and upstream ICT maturity toward measuring the impact of digital services and user satisfaction.

The measurement structure is also more focused. The 2026 framework is organized around 7 aspects and 20 indicators, with the largest aggregate weight assigned to digital-service user satisfaction (25%). This means a government institution can no longer treat digital transformation mainly as an inventory of applications, infrastructure, or administrative documents. Service integration, security, data, organizational capability, user support, and measurable user experience become part of the evidence base.

A second regulatory development strengthens the operational layer. Peraturan Menteri Komunikasi dan Digital Nomor 12 Tahun 2026, promulgated on 11 August 2026, establishes formal guidance for SPBE ICT Asset Management and SPBE Service Management. It covers the lifecycle of ICT assets and the continuity and quality of digital services. Institutions that had already established their own ICT asset and service management arrangements before the regulation must adjust them to the new provisions within one year of promulgation.

Taken together, these developments indicate that Indonesia’s digital-government transition is entering a new phase:

from digitalization → to measurable service performance → to managed digital-service operations.

For central and local governments, the practical consequence is significant. Digital-government readiness is increasingly a cross-organizational governance responsibility involving planning, service owners, data, security, oversight, human resources, ICT operations, and public-service units—not only the technology office.

Research Update R3 sebelumnya mencatat perubahan arah dari SPBE menuju Pemerintah Digital (Pemdi). Evidence terbaru menunjukkan bahwa perubahan tersebut sekarang sudah masuk ke tahap yang lebih operasional dan terukur.

PermenPANRB Nomor 8 Tahun 2026 menetapkan kerangka resmi Evaluasi Kinerja Pemerintah Digital dan mulai berlaku pada 5 Juni 2026. Regulasi ini mencabut mekanisme evaluasi SPBE sebelumnya yang diatur melalui PermenPANRB Nomor 59 Tahun 2020. Kementerian PANRB menyatakan evaluasi tahun 2026 mencakup 645 instansi pemerintah pusat dan daerah, dengan dukungan lebih dari 30 perguruan tinggi sebagai asesor eksternal.

Perubahan pentingnya bukan sekadar nama indeks. Evaluasi sekarang diarahkan lebih kuat pada dampak layanan digital dan kepuasan pengguna. Kerangka penilaian menggunakan 7 aspek dan 20 indikator, dengan bobot terbesar pada aspek kepuasan pengguna layanan digital sebesar 25 persen.

Pada Agustus 2026, Permenkomdigi Nomor 12 Tahun 2026 kemudian menambahkan fondasi operasional melalui pedoman Manajemen Aset TIK SPBE dan Manajemen Layanan SPBE. Pemerintah pusat maupun daerah yang telah memiliki pengaturan sebelumnya harus menyesuaikannya dengan regulasi baru paling lambat satu tahun sejak diundangkan.

Artinya, tantangan Pemerintah Digital semakin bergeser dari pertanyaan “berapa banyak aplikasi yang dimiliki?” menuju pertanyaan yang lebih substantif: apakah layanan terintegrasi, tersedia, aman, dikelola sepanjang siklus hidupnya, didukung oleh evidence, dan benar-benar memudahkan pengguna?

1. Purpose of This Research Update

R3 monitors the development of government digital services, their governance, integration, service quality, and observable outcomes.

Research Update #1 established the strategic transition from SPBE toward Pemerintah Digital. This second update does not repeat that transition narrative. Instead, it asks a more specific question:

What changes when the transition becomes an active evaluation and service-management system?

This update therefore focuses on three evidence layers:

  1. the legal shift in the national evaluation instrument;
  2. the structure and implementation of the 2026 Digital Government Performance Evaluation; and
  3. the new operational requirements for ICT asset and digital-service management.

2. Evidence Update 01 — The Digital Government Evaluation Framework Is Now in Force

PermenPANRB No. 8/2026 was established on 1 June 2026 and became effective on 5 June 2026. Its official legal abstract states that the SPBE Index evaluation instrument changes into the Digital Government Index, requiring a new measurement guideline.

The regulation also revokes PermenPANRB No. 59/2020 on SPBE monitoring and evaluation.

The evaluation mechanism includes:

  • Penilaian Mandiri;
  • Penilaian Dokumen; and
  • Penilaian Interviu.

The Ministry’s implementation communication further identifies visit-based assessment as part of the 2026 evaluation stages.

Research interpretation

This is a material governance change because the new index is no longer merely a future policy concept. It has a legal basis, an assessment process, participating institutions, external assessors, and an operating cycle.

The transition has therefore moved from direction to measurement.

3. Evidence Update 02 — The Unit of Success Is Shifting Toward Service Impact

PANRB describes the previous SPBE evaluation emphasis as strengthening ICT and assessing service-management maturity. The new Pemdi evaluation places greater emphasis on digital-service impact and user satisfaction.

The final evaluation structure consists of 7 aspects and 20 indicators:

The largest single aspect is therefore the user-satisfaction layer.

Research interpretation

This changes the incentives of digital-government implementation.

A technically available application is not automatically a successful digital service. A service can be online but still impose fragmented procedures, repeat data entry, create unclear support channels, generate excessive waiting time, or fail to solve the user’s underlying need.

The emerging logic is closer to:

technology → integrated process → reliable service → user outcome → measurable satisfaction

rather than:

application exists → digital transformation achieved.

4. Evidence Update 03 — Evaluation Is Becoming a Cross-Government Responsibility

PANRB stated that the 2026 evaluation covers 645 government institutions and local governments and involves more than 30 universities as external assessors.

More importantly, the ministry explicitly notes that Digital Government evaluation is not handled only by technology units. Relevant functions include:

  • planning;
  • organization and governance;
  • data security;
  • resources and capability;
  • oversight;
  • service management; and
  • technology operations.

Research interpretation

This is consistent with the nature of real digital services. A citizen-facing service usually crosses several organizational responsibilities: policy, business process, data ownership, application operation, authentication, security, support, and service ownership.

A local government that treats Pemdi as only a Diskominfo documentation exercise may therefore miss the main direction of the new framework.

5. Evidence Update 04 — ICT Assets Are Moving Toward Lifecycle Governance

Permenkomdigi No. 12/2026 defines SPBE ICT Asset Management as a process intended to ensure availability and optimize the use of ICT assets.

The regulation organizes asset management across four lifecycle stages:

planning → procurement → management → disposal

and applies it to central agencies, provincial governments, and regency/city governments.

Why this matters

Digital services depend on assets that change continuously: applications, software, infrastructure, servers, platforms, licenses, devices, certificates, and supporting components.

Without lifecycle governance, institutions can accumulate unknown or unsupported assets, duplicated systems, unclear ownership, obsolete software, weak disposal practices, or assets whose operational importance is not understood.

Asset inventory is therefore not merely administrative bookkeeping. It is part of service continuity, budgeting, security, risk management, and architecture governance.

6. Evidence Update 05 — Service Management Becomes an Explicit Operating Discipline

Permenkomdigi No. 12/2026 defines SPBE Service Management as a set of processes intended to ensure continuity and improve service quality for users.

The regulation organizes service management around:

  • user service;
  • operation of SPBE services; and
  • management of SPBE applications.

This is important because digital-government quality cannot be assessed only at the moment an application is launched.

A service also needs operating evidence over time:

request → operation → incident/support → change → recovery → improvement

Research interpretation

This creates a stronger connection between R3’s policy layer and day-to-day service operations.

A mature digital-government service should progressively be able to answer:

  • Who owns the service?
  • Who supports the user?
  • What is the expected service level?
  • How are incidents recorded and resolved?
  • How are changes authorized and tested?
  • What assets does the service depend on?
  • How is service continuity monitored?
  • How is user feedback converted into improvement?

The key change is therefore not another policy announcement. It is institutionalization.

8. Why This Evidence Matters

Digital-government programs often fail when they are optimized for project completion rather than service outcomes.

The 2026 framework provides stronger incentives to connect technology investments to measurable public-service performance. The combination of user-satisfaction weighting, integrated-service indicators, data, security, technology, governance, and service-management requirements creates a more balanced view of digital maturity.

For research purposes, R3 will therefore increasingly distinguish between:

system availability ≠ service quality ≠ service integration ≠ user satisfaction ≠ public impact

These dimensions are related, but they are not interchangeable.

9. Implications for Local Governments

9.1 Build one evidence map across OPDs

Evidence for Pemdi is distributed. Planning, organization, Inspektorat, Diskominfo, data owners, service owners, HR, and public-service units may each hold different parts of the record.

A useful preparation model is:

indicator → accountable function → required evidence → source system/document → owner → review status

9.2 Treat user satisfaction as operational telemetry

If user satisfaction is a major component of the index, measurement should not be a last-minute survey exercise. Institutions should progressively connect feedback with specific services, support requests, completion rates, failure points, and improvement actions.

An asset list is more useful when each material asset can be traced to the digital services it supports. This allows priority, risk, maintenance, budgeting, and recovery decisions to be made based on service impact.

9.4 Establish service ownership

Every important digital service should have an accountable owner and clear operating responsibilities for support, change, continuity, security coordination, and improvement.

9.5 Preserve the SPBE/Pemdi transition nuance

The transition should not be interpreted as if every SPBE rule disappeared on 5 June 2026. Permenkomdigi No. 12/2026 itself still uses the formal SPBE framework for asset and service management. The evidence therefore supports a more precise conclusion: the national evaluation layer has shifted to Pemdi while SPBE-based operational and legal instruments continue to form part of the implementation architecture during the transition.

10. Cross-Research Connection

R3 intersects with R6 — Indonesia Cyber Resilience & Digital Security Monitor because the Pemdi framework includes a dedicated security dimension and because service continuity depends on secure digital operations.

However, the programs remain analytically distinct:

  • R3 evaluates digital-government services, integration, governance, operations, and user outcomes.
  • R6 evaluates cyber resilience, information security, threat exposure, incident readiness, digital trust, and security capability.

A security control may therefore provide evidence to both programs without making the two research scopes identical.

12. Outlook — What R3 Should Monitor Next

The next R3 update should be triggered by material evidence such as:

  1. publication of national or institutional 2026 Digital Government Index results;
  2. material implementation guidance or amendments affecting the evaluation model;
  3. evidence on user satisfaction and integrated-service outcomes;
  4. progress in ICT asset/service-management implementation;
  5. national digital-service integration milestones; or
  6. measurable public-service impact linked to digital transformation.

R3 should avoid publishing a new article for every implementation announcement. The next update should require evidence that materially changes the baseline established here.
